Yes a breaker will trip even if a drunken cousin has crazy glued the handle in the 'ON' position.

Yes they are available.

They are large, expensive and take specific training to get meaningful results.

Yes it it is true of breakers and fuses.

Your numbers are off and change from breaker to breaker.

You can get the breaker trip curve charts from the breaker makers.

A 20 amp breaker should be capable of sustaining 20 amps for 3 hours minimum.

The same 20 amp breaker could hold 25 amps forever and still be perfectly fine.

A 30 amp load on a 20 amp breaker may take a few minutes to trip.

The breakers we use on a daily basis are not all that complicated or accurate.

The UL standard permits breakers and fuses to hold 135% of their rating forever without tripping.
