I would like to place (4) at motor disconnects in (1) panel door. All the motors are with in sight. All the motors will be controlled by VFDs. The motors are 460VAC, 3 phase, with all of them being less than 3HP. I am aware of article 312.7 which refers to space in enclosures, and also article 430.10 which refers to wiring space in enclosures for motor controllers and disconnecting means. As long as the panel is built large enough, is there any other reasons why I can't do this?

In this state, NH, you would need to have the control assembly inspected and listed by a third party NRTL, that is one that is accepted by OSHA.
