Multiple power company meters residential

Has anybody ever heard of a power company requiring every additional dwelling meter on a residential property to be test block by pass. I worked with a oregon licensed supervising electrician who said this was required. I just found out this is nonsense. Test bypass is only for commercial
 
Pretty rare for a PoCo to allow more then 1 meter for single residence. But regs vary depending on where one is.

Not quite true. Some utilities allow bypass meters on residential and some do not. Some require them on "non-residential" services such as pumps, etc. Depends on the utility.

Maybe this is multi-family?

We have a lot of houses here built in the 70's-80's with multiple meters for discounted rates on water heaters and electric heat ....... back when the utilities were pushing for more electric appliances. They would even supply the panel and feeder to persuade the owner to upgrade..
