Multiple Services for One building

I am looking at a set of small shops (14 total). There is no special separations (ie. 3 or 4 hour wall) between the shops. The each shop is fed from a 200a breaker in a meter center. There are 3 separate meter centers (2 meter centers have 4 meters and the last one has 6 meters). This appears to me to be a violation of the six disconnect rule and the one service to a building rule since there are three distinct services and a total of fourteen disconnects on the outside of the building. Am I missing something? The meter centers are not grouped and do not have mains.
 
You are allowed to run service entrance conductors to each OCCCUPANCY. Each set of service entrance conductors may supply up to six disconnects in the occupancy. Note that the service entrance conductors will need to be run outside of the building to the point where you will install the disconect(s) for the occupancy. Carefully read 230.71(A) paying atention to the use of the words SERVICE ENTRANCE CONDUCTORS.
 
I must be missing something. I can't see where this is permissible. It says "The service disconnecting means for each service permitted in 230.2 or for each set of service entrance conductors...
230.2 States a building or other structure shall be supplied by only one service.

How would this be different than say a fourteen unit apartment building?
 
You need to look at what the code means when it says "SERVICE". Service according to the code is the point of attachment from the power company (see article 100). The OP has only one servce. This service may have 14 meters and 14 sets of service entarnce conductors (one meter and one set of entrance conductors for each occupancy). Each service entance conductor may have up to six disconnects. Nothing is simple. Note that the service entrance conductors must not enter the building until there is a disconnect.
