Multiple Wires Under Terminal Block

I have reviewed the many posts in regards to multiple wires under set screw neutral bar...
But What about Low Voltage (24vdc, 120vac) in terminal blocks.?
Is this solely based on MFG spec, or is there a requirement in the NEC for max conductors in a terminal block.

Manufacturer's spec, which is usually based on some UL standard.
