Looks like it happens in NJ and CO, too! :happyyes:I have never seen an inspector question derating of small conductors in general never mind specifically the issue of linear vs non-linear loads.
I find derating of small conductors virtually ignored here by almost all contractors and inspectors here in MA, RI and judging by the hot conduits I touched in upstate NY ignored there as well. Those that think about it use 10 AWG but without doing any calculations.
Just a gut reaction but I would consider the loads to be linear and not worry about it.

I too would love to know if there is a method of determining/assessing linearity. At least if I were to be asked by the AHJ (I agree this is very unlikely) I could have an answer ready, which again would probably be enough for them to move on.
At this point I feel good with the 12 wires (9 CCC) being acceptable at #12 AWG in a single conduit given this use. I appreciate the thoughts everyone's contributed up to this point.
