Multiwire Branch Circuits serving emergency lighting & power

Hi,

I'm working on a hospital constructed back in 2009 with an emergency back-up generator for the whole building, there are many multiwire branch circuits almost in every panel connecting to various types of loads with no breaker handle ties. To comply with the code i will have handle ties installed on the MWBC and ensure that no MWBC are serving patient bed locations to comply with section 517.18.
is this considered enough or do i have to comply with section 700.19 (branch circuits serving emergency lighting & power circuits shall not be part of a MWBC) which is a code requirement that came after the construction of the hospital and since the whole building has an alternate emergency power source. please advise.

Does new NEC code changes/requirements apply to existing facilities? or is it up to the AHJ to decide.

The NEC is not retroactive, what was legal at the time of the original insulation would be fine until something is upgraded.
