musco field lighting trouble

240v musco lights with 2 banks of 4 lights on each pole. bottom 4 lights are all out. good voltage at fuses 240v. what would cause the whole bank of 4 lights to be off. HID 1500k lights. Two separate boxes on pole with 4 ballasts in each box....cant be 4 ballasts are bad. help....

Musco lights have a control cabinet. What's going on in there?
Are the bottom lights set up as egress lighting?

its all baseball field lighting. it runs off a timer. cabinet on pole has ballast and capacitors in it. Good voltage at breaker coming into box on pole. also good voltage to fuses which feed each individual light. the poles are 60' tall with 8 lights total. 4 on top 4 on bottom.
