Red insulated conductor to 15 amp breaker in left panel travels back into the right panel then wire-nut connects to a white insulated conductor that continues into another Type-NM cable (black insulated conductor is connected to a breaker in the right panel). Is this sort of a MWBC? Am I missing something?

Is there a proper neutral in the NM cable that lands on the neutral bar?

If not, I'd say it's a very jerry-rigged 2-pole circuit.
 
As either 2 pole circuit or an MWBC it violates the rule that all ungrounded circuit conductors must originate in the same panel.

But I am curious. Are you saying that the red wire from the left is connected to a white wire on the right, so that the circuit leaving the right side panel has a white conductor that is energized? I would call that another violation, and a particularly dangerous one at that.

Yes... white wire leave box at the top in an other Type-NM cable.
 
It could be a MWBC that the grounding conductor is being used as a Neutral, it could be a 240V circuit feeding a 240 machinery or heater with an EGC. At either case it does not sound a properly done circuit.

Disconnect both circuits and see what happens.

Careful reading of what was said in OP seems to describe a 2 wire NM cable (with ground?) with black conductor landing in a breaker in one panel and the white spliced onto a red conductor that lands on a breaker in the other panel. Seems that is likely a straight 240 volt circuit - but as is has a problem with handle ties/common trip requirements.
