Actually, the photocell controls the parking lot lights.
Not sure if attic fan works anyway or if this is "legal".

Sure it's legal. You'll find photocells mounted on lots of things that already penetrate the rooftop. Makes good sense. On RTU's is a popular place to find a photocell mounted. Doesn't make the troubleshooting process any easier, so I like to make a note on the panelboard cover when I find these things for the next guy.

Check the bearings. Sometimes SAE 20 oil will bring the motor back to life.
If the oil holes are inconveniently oriented a thin wire will guide the droplets into the oil holes.
Wasps are sluggish in the cold, so maybe you want to do this early morn. or late eve.
