I knows it's a mess and needs to cleaned up. Can you tell which is the neutral bar and which is the ground.

someone said you can put a neutral and ground together on same bar.
You can under certain circumstances, for instance if the panel is the service and has the bonding jumper. It also depends on the code when it was installed. There are lots of "if's" involved. In residential settings with a single panel, it's more likely to be compliant; in commercial settings IMHO it's more likely non-compliant.

(A ground bar would be mounted directly to the can/box.)

The panel's bonding screw should be in the upside-down U-shaped hole in the lower left corner.

If the enclosure is bonded via the conduit, the EGCs should be on buses screwed to it instead.

If the panel has a main breaker and it is the FIRST means of disconnect, equipment ground and neutrals may be landed on the same bar provided that the neutral bar is bonded to the enclosure. After you leave your first disconnecting means, equipment grounds and neutrals must be on separate bars.

Check the cover. It will say what the netural bar can take in way of wire size. Most will take up to a #4. If not than use the lug as mentioned next to the large netural wire.
