I think he needs to give you more detail. Either piece of equipment gas or are both electric ? Water heater instantaneous or storage type ?: nameplate data ?? All that affects the answer.

Both electric. Water heater storage type.

But let say dryer has load X and water heater has load Y

X + Y = 5kW

That means at 240V

(X+Y)/240 = 21A


I have 30A branch circuit rating 80% is 24A

So if X/240 = 21 A then Y/240= 0A
If Y/240= 21A the. X/240= 0A

Any other combo would be less than 24A for each

Either way and any combination X/240 or Y/240 would be less than 24A

I dont see why each equipment detail is req?
 
If you understood the reference don gave you, you would know why individual ratings are important.
I might add that, as mentioned, cord & plug connections for storage type water heaters is not allowed.
I enjoyed my days without 30+ posts sting threads so I'm out !!!!!

I am not aware of this. Storage type water heater cord and plug not allowed. Where is this at?
 
Engineer shows it… …on the plans and got his stamp on it
Remember I am just plans reviewer I am not the designer or the engineer of this project
Then don’t worry about it. It’s his license..
