Natural Gas Meter Room Classification

Is a natural gas meter room, considered a Hazardous zone, even if there is no dispensing, storage, or utilizing occurring within the space. The space is only for the incoming service, and metering.

I say no but people love to waste money on all sorts of expensive explosion proof lighting, switches and other unneeded stuff. I asked a similar question a year ago:

If there are pressure relief vents and they are routed outside - I say not a hazardous location. But I am not your inspector either
