Are you asking about 2014 or 2020? They are significantly different. But in neither edition are there "exceptions" within 225.30. They are not worded in the context of, "The limit is this. Exception: You can exceed that limit if. . . ." Rather 220.30 in both editions is worded in the context of, "The limit is this, unless permitted in one of the following articles."
If you are asking about the 2020, then my answer to the question I think you are asking is "yes." We are allowed to do what it says in 225.30(B) without having to pay attention to or deal with anything listed in 220.30(A). Is that what you wanted to know?
