I have house panel does not supply any tenant loads just common area and exterior lights, HVAC receptacle. Only problem is house panel is located in one of the tenant spaces in multi occupancy building which has four tenants.

I have seen house panel located in common area but in another tenant space is unusual. I am not sure where in code it says house panel has to be located in common area?
 
The dwelling unit service disconnect and the house panel service disconnect would have to be grouped together, I see no code issue with the common area panel in a tenant space
 
That's the "relationship" thing I mentioned earlier. The building owner has to be able to access the house panel, and the tenant has to allow it. Some arrangement is needed.

What dwelling unit? Multi occupancy building, commercial space with tenants.
