NEC 225.32 Exception 1 question

Hi All, I have a situation below that I would like advise and clarification to the code please. Situation is as follows:

1. Exterior switchboard sits against a trash enclosure 150 ft from building. It has one 600 amps breaker in it.
2. Feeder run underground into the building feeding a 600 amps main lugs only panel.

Would exception 1 be acceptable in this scenario? The switchboard is lockable and the 600 amps breaker have the capability of a lock out/tag out.
 
I guess it does if you situation fits the description. Is there documented procedures established and maintained. Is there inhouse electricians?

Exception No. 1:
For installations under single management, where documented safe switching procedures are established and maintained, and where the installation is monitored by qualified individuals, the disconnecting means shall be permitted to be located elsewhere on the premises.
 
The building is under one management, and the management would be responsible for the repairs. While there is no in-house electrician on site, one would be sent the case of required repairs. Would this fit?
