NEC 230.2(D) two services to a building

NEC 230.2(D) allows two services to a building if for different uses. What does 2 different uses mean? The example says, "such as different rates," for a type of different use but does not disqualify other different uses. What about a service that serves the building and a separate service for an added cell tower attached to the building. It would seem to me that is 2 different uses.
 
230.2(D) is typically "different characteristics" IE, voltage, frequencies, etc are the most common. Does that cell tower have a different rate schedule, IE the building is residential and tower is commerical? I would verify with the AHJ and POCO if you can install 2 services.
 
You can have 2 meters and still have one service. What is the service voltage needed at both the building and the tower. If one service is 120/208 3 phase and the other 277/480v then you would be fine. Also the size of the service may come into play.

Where are you seeing this "different uses" language?

Ok interesting, I never noticed that before. Don't think I ever read past the voltages frequency or phases part 🙃

I have some industrial customers here that use both 480Y/277 and 208Y/120 services for the the purpose of different rate schedules. The utility charges peak demand and power factor correction on the 480 service but not the 208, which is why they don’t step down the voltage locally.

All of the larger retail building stuff I’ve done at the shopping mall here just takes the 480Y/277 for HVAC and lights and steps down to 120 for receptacles.
