250.50 states all electrodes must be bonded at each building or structure served. Is this only applicable to the GEC at a service entrance, ie, structure “served”?

The requirement would include separate buildings supplied by a feeder

The E&C firm wants to bond every foundation in the entire plant to their buried 4/0 copper loop which is buried 18” deep and is very extensive

That bonding is beyond what the NEC requires. The 4/0 is not buried deep enough to be qualify as a ground ring.
