NEC 300.3 (C)(2) reads: "OVER 600 VOLTS, NOMINAL: Conductors of circuits rated over 600 Volts, nominal, shall not occupy the same equipment wiring enclosure, cable,or raceway with condcutors of circuits rated 600 Volts, nominal, or less, unless otherwise permitted in (a) through (e)"

Application: Three single conductors, # 250 kcmil, individually shielded, with 5KV rated insulation, are to be routed in a 4 inch diameter RGS cinduit.

Question: Where grounding conductor is required, will the Code permit a grounding conductor (say a single conductor # 2/0 AWG), rated at 600 Volts to be routed in the same conduit with the 5KV phase conductors described above since it is not a current carrying conductor?

Yes it can, see part X of article 250. If you are dealing with an Impedance Grounded Neutral System the rules change a little.
