What was the real reason behind 518.4 about the 'wiring method shall itself qualify as an equipment grounding conductor according to 250.118 or shall contain an insulated equipment grounding conductor..." Wasnt this already 'understood' that you would have to have some type of 'grounding means' wheather it be by the conduit or pulling a ground in the conduit?? seems like a wast of ink. Am I missing something??
 
This was added to allow the use of type AC cable with an interlocking sheath and type MCap with the bonding strip to be used.


This was a long overdue code change that came about in the 2008. I agree with you on the AC cable but MCap was already permitted by the previous codes.
