I look at the above NEC section and I see a contradiction with NEC 680.12 that it references. The last sentence of 600.6 reads thus:

"Signs and outline lighting systems located within fountains shall have the disconnect located in accordance with 680.12."

But the first sentence of NEC 680.12 reads the following:

"One or more means to disconnect all ungrounded conductors shall be provided for all utilization equipment other than lighting."

NEC 680.12 does not pertain to lighting in any way. Of course the last sentence reads:

"Each means shall be readily accessible and within sight from it's equipment."

But again this section was not meant for lighting.

The 600.6 disconnect location reference to 680.12 goes back to the 1999 cycle. At that time 680.12 required a 5' minimum distance from the inside edge of pools, spas, etc. It changed in 2002, and left the reference in 600.6 just hanging there. I'm betting they still don't want people to be able to stand in the fountain and reach the disconnect...
