NEC 680.26(B)(1)(a) says unencapsulated structure shall be bonded together by steel tie. Where structural reinforcing steel is encapsulated a copper conductor grid shall be used.

I have pool made out of concerte. What does term unencapsulated and encapsulated mean? Examples of encapsulated material is what for pools.

Encapsulate in this instance means that the steel (rebar) in the concrete is covered in a non conductive material----
so the steel (rebar) isn't in direct contact with the concrete, which is why the cu grid gets put in.

Epoxy-----they coat the rebar with it to discourage corrosion/deterioration of the steel.
