Did you forget our country's history?

Our country was set up as a Nation made up of States to rule themselves!

I also think you forgot how unique the NEC is to even be debated and re-dated as Code for the regions that care to address it,
how an individual State address?s and what they do with it is our right. Maybe a refresher of Article 90...

I don't know of many other State Status that cycle through as much as the NEC.
I don't think they cycle a lot of laws, or other social, Eco. or welfare issues as much as they delegate, or adopt the "Code". And they only have to do it every three years.
For better or worst, there's no Federal Law for a State to make the adoption.

But if a State does address the Code, It is their right, but, over-all wouldn't and doesn't it make a descision that alone in my opinoin make a stonger signal for the correct way to help the individual state, protect their citizens, and also make a pro-business statement.

The code is a living document. The U.S. Constitution is the law, which also happens to give us States rights, and individual rights -

Amendment IX

The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.


Amendment X

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
 
Also, the State does not license electricians, only contractors. Many local AHJs have Journeyman testing and card holder (on site) requirements.

Examinations

The electrical contracting examinations are designed for persons interested in qualifying for a North Carolina electrical contracting license in the limited (L), intermediate (I), unlimited (U) or any of the following special restricted classifications: single family detached residential dwelling (SP-SFD), low voltage (SP-LV), plumbing and heating (SP-PH), electric sign (SP-ES), elevator (SP-EL), groundwater pump (SP-WP), and swimming pool bonding (SP-SP). Electrical Contracting Examinations are based on the contents of the Electrical Contractors Licensing Law (General Statutes Chapter 87, Article 4 and Title 21, North Carolina Administrative Code Chapter 18B), National Electrical Code, Construction Management Guide-North Carolina Electrical Edition, and the National Fire Alarm Code (NFPA72).
