NEC and fused combiner box and disconnect

An inspector is requiring the combiner box and the DC disconnect of a PV system to be fused. The fuse in the combiner box keeps blowing. I understand this cannot and should not be done, but where in the NEC can we reference to prove otherwise?

A combiner box is not always required. How many strings of modules do you have?

What kind of system is it? KW? Battery? Grid-tied? Inverter? etc...
