NEC article 645 allows receptacles under raised floor in data centers. But no one makes any plug strips that can be installed in server racks with plenum rated cord that can be pluged into the receptacle under raised floor.

Any thoughts or suggestions besides installing the receptacles on the raised floor?

If you comply with 645.4, one of the nice leniencies that you get to use is placement of receptacles below the raised floor. The code text changed from 2005 to 2008 regarding the cords. What version are you under?

If you are under 2005, you will be hard pressed to find a plug strip that has DP rated cord. There are manufacturers that are UL listed to provided DP cord, but it would be special order.
If you are under 2008, then 645.5(D) changes a bit were they add the text allowing listed IT equipment cords below the floor. Many plug strips for that environment will have a IT listing and will be permitted under the floor (15' max).
