This change was introduced in the 1996 cycle - 250.60 later moved to 250.140..applies to rangers and clothes dryers.

Should an inspector write a violation to the homeowner when he/she sees this portion of the requirement not properly installed?
Funny you should point this out. I do see in existing installations where this portion was not adhered to when initially installed.
