there is no disconnect for solar wires before or right after entering building it is more then 150 ft away across the basement (690.14 ( c1 ) )
can someone let me know if I need the disconnect for the 2008 code book this is for a commercial solar job in NYC Staten Island

You kind of answered your own question by citing 690.14(C). Yes you will need a disconnect "at a readily accessible location either on the outside of a building or structure or inside nearest the point of entrance of the system conductors."
