NEC code in support of non-plenum cables in closed metal

Can anyone provide explicit reference in NEC Article 300-22 or Article 800 that permits the placement of non-plenum cables in solid bottom metallic cable trays with solid metal covers?

Unless the cable tray is also used for air handling there is nothing in the NEC that says you can't use them.
