It's my understanding that the NEC wont be changed unless a proposal is made. A lot of times a proposal addresses one piece of an article. Over time the article ends up all piece meal. It's a mess. It's not organized.
Shouldn't the CMP's take an over all look at their articles and keep them organized of their own accord.

Shouldn't this all be in one section? And why can't a CMP keep it neat without a thousand different people making proposals?

This how I ended up answering a question in another thread. Is it any wonder someone would have a hard time figuring out how to deal with this.250.64(C) Only says the GEC has to be continuous. Not continuous to each electrode.
This is kind of stupid but:
250.64(F) Say that one end of the GEC only has to go to any convenient electrode.
And.
Article 100 "Grounding Electrode Conductor" Says where the other end goes. (To the service)
The conductors between the electrodes are allowed to be bonding jumpers.
