NEC Code Question

Remodeling of existing 22,000 sq ft (650 person max. capacity) metal building with wood framed partitions, sheet rock, and suspended ceilings, being used for a religous assembly. My building inspector is telling me that I cannot use romex for the interior wood stud walls. I understand that after I leave the wood framing I am required to use MC Cable, conduit, etc. but why can't I use romex up to that point? Any help with this would be appreciated.
 
And 518.2 (B). The excessive use of "other" is confusing as hell, if you asked me.

I was bitten by this earlier in the year. The EC thought "classrooms" didn't count because they had an occupancy smaller than 100, so I was told it was okay to put Romex back in wherever I'd removed it (that's how it was pre-Katrina -- Romex in wood studs). The inspector disagreed and the Romex wound up being put inside flex after I'd left.

Were you using Romex on the interior walls because they bounded rooms others than the main worship hall of the church? Or because you'd forgotten about 518.4?
