NEC Hand Hole requirement in pole

Utilizing a Type 1-B 10' standard pole to mount a crosswalk pedestrian crossing warning light pushbutton and controller. Inspector states said pole is required to have a hand hole. Can't seem to find anything in NEC reagarding requirement for poles to have a hand hole.
