E'rrr did you mean 4-wire SEC's?

Well that would be great if we can get the CMP's to move the point of the MBJ to the meter base, but then I can hear the inspectors complaint now "the meter base is sealed I can't inspect it" LOL

Also it still would not relive the problem of the parallel coax, shielded phone wire, or the water pipe being in parallel with the service neutral ahead of the meter, nor would it remove the voltage problem if the neutral is lost ahead of the meter where it is most commonly lost at if there are no parallel path such as the water pipe, so I think it needs to be moved to the transformer to be totally effective?

No I meant 4 wires, cable, individual wires
what ever is accepted in your area.

No leave it the way it is, its confusing enough as is.

There will be issues no matter how we do it.
We can't make everything fail proof.
