NEC - IBC Relationship

I don't have a copy of the International Building Code. Are there separate electrical requirements in there, or do they just reference the NEC?
 
There is a small section on emer. systems but they reference the "international Electric Code".:-? Certain conspiracy theories I have heard is they are trying to get their own electrical code as the norm rather than the NEC.
 
Chapter 27 of the IBC deals with electrical.

2701.1 Scope basically says to refer to the ICC Electrical code (Which I'm not sure any state has adopted).

Section 2702 does have the requirements for where emergency power and legally required standby power are required.

There is no stand alone electrical section in the IBC like there is in the IRC.
