NEC in Downtown Buildings

I work at a government leased building in downtown Detroit. I went to our leasor and asked to look at an NEC. The only one he had was 1984. He explained that that was the code that the building was built by and that according to the AHJ (City of Detroit). that was the only version he was ever going to have to go by including new work. Has anyone ever heard of anything like that before?

Maybe he needs the '84 to verify the original installation. But dollars to doughnuts, anything new will need to be done to the currently-adopted NEC. It also may depend on what level of government you're dealing with, city, state, county, federal...

The last I knew even the MSHA used an older Code for existing items and the latest Code on any new work being installed. Someone has produced alot of Detriot Smoke.

This one time (and no, I wasn't at band camp), I heard the world was flat - that tried out to be a stretch of the imagination.

Ask him to show you documentation supporting his claim.

I would agree with others, but depending on your laws, I'm not sure I would agree that the City was the AHJ.
In our area, a government agency occupying a building (owned or leased) can claim immunity from local jurisdiction.
Not to say they don't have to meet Codes, just that here the local AHJ often has no jurisdiction. (may not be true where you are)
I work for the State and I'm called upon to inspect State occupied facilities in areas normally under local Code.

In some cases it depends on what government entity owns the building. Most times they defer to the local codes, but often times they are not required to.

In general federal facilities are not subject to state or local inspections unless the feds agree to it.

The State of Michigan is on the 2005 NEC and Michigan Electrical Code Rules Part 8 for all new construction as of 23-Nov-07. And the 2006 Michigan Residential Code which went into effect 1-Aug-08.

city, state, county, federal...

I work in all of these types of facilities and my installs comply with the 05 and are inspected by the county I'm working in.

Just a note. I did a job a while back where Broward county payed Broward county $220,000 in permit fees. Paperwork thing I'm told.

I have done jobs for the IRS and the FBI neither of those jobs where permitted or inspected by the local building dept. The GSA sent people out to inspect. (Not qualified people but people none the less. :grin: )

I've done work for cities and also fire departments that have claimed no permit needed. Never even seen an inspector on these jobs. Even changed out services and added generators, POCO would just come out and hook it back up, no questions asked.

Any good reason to exempt them from doing it like others ? Hiding something ?
I have worked in goverment buildings and still had permits from city.
