Here's the building in question.
Has electrical supply run to it.
Two story, two overhead car doors without any openers.
One side man door.
A permanent stairway leading the the second floor that is one big open area.
Second floor is of unspecified usage unfinished general purpose area.

What is the NEC minimum required for this detached garage ?

I'm not looking for an all inclusive code list that goes into 250.32 or 250.50 or anything like that. Just the basics. 210 Part 3 type stuff, 210.50 to 210.70

Something just struck me today while I was doing the final inspection on this garage and I'm wondering why I never realized it before.

210.52(G) at least one receptacle and 210.8 must be GFCI
210.70 (A)(2)(a) must have a wall controled light and (b) must have a light for the personal door. The light for the personal door does not need to be at the door but must light the door

Agree....asuming power is already there. :)

My mistake.

Same disclamer as above.:)

We all know that you don't do very many houses but I bet that had this question been about transformers you would have hit the nail on the head

Thank you Mike.

210.52 is an area I can certainly put my foot in my mouth.

This wasn't a trick question. Just a situation where I pulled out a red tag and then said to myself, "Wait a minute !" and put the red tag away.

Mike was right on track

210.52(G) lists detached garages for the receptacle
210.70(A)(2)(a) lists detached garages for an inside light
210.70(A)(2)(b) lists detached garages for an outside man door light
but 210.70(A)(2)(c) does not list detached garages for switching at top and bottom of stairs. Since detached garage is not listed in the paragraph, the scope of the requirement falls back to the subheading which is 210.70(A) Dwelling Units.

Just as Bob said

The garage is not a dwelling unit.

100 definitions - Dwelling Unit - permanent living, sleeping, cooking, and sanitation.
So the switch at the top of the stairs is not required in the detached garage.
For some reason I never realized that before. But when I had red tag in hand, something told me I'd better check.
