If you google NEC 2023, the only thing that comes up is the sponsered buy the book links. You need to be a little more specific to find the link to the free version.

And even then, you need to click through a half dozen links to actually get there.

Then you have to enter your email. Having to provide identification to access a public law seems to me to violate the spirit of the court ruling.
And after signing up for the free version, you get occasional SPAM from them to buy crap.

Anna's archive has a PDF copy of it. Not sure how the site gods here feel about such things, but if I get banned, so be it.

Legal requirement to implement law... but no access to... NEC code..

OK, so it's free to everyone, and no one buys a copy. When do you think the next copy of the code will come out? About the 32nd of Nevruary. Someone has to pay the bills, guys.

As opposed to the old days when you would have had to buy the book, go visit the public library and wait your turn, or spend hours asking for help at city hall or the building department. Man, they make it so difficult and expensive now.
 
I remember the first time I went to the library to check out a code book. One of my coworkers told me it could be checked out and I thought it was a great idea because I couldn't afford to buy one.

I was confused and so was the librarian because she couldn't find it. So I came back a different day and she still couldn't find it. So I went to a different library and she couldn't find it either.

It took 3 trips to two different libraries, plus asking around at work before I learned it's not a standalone book.

I could have probably learned that in a half hour online

Human progress should be to make life as efficient and easy as possible. Just because it's easier now than it was 10 years ago, does not mean we should stop there.

Access to data should not be encumbered by politics and policies.
 
Without copy/paste it's not very useful. As Dennis said you can get access for 100 bucks but you would need an internet connection for it to work. Often when in the field we do not have internet access so a PDF stored on a mobile device is a better option.
NFPA Link has an offline mode now that doesn't need an internet connection.
