Hello, Can anyone tell me if the following sizing situation is against code (and maybe the article it's located)?

Industrial control panel with a 60 amp Fuse and Disconnect. I want to feed it with a 30 amp circuit breaker with 30 amp wire. Is that against code?

It is not against code. You do have to follow the sizing rules for conductors and OCPD found in article 409 as another poster mentioned.

It is not unusual for industrial control panels to have a main with a rating more than the minimum required. This is often done so the same parts can be used. There is not all that much difference in the parts cost between a 30 and 60 Amp fused disconnect in the first place, and having to deal with fewer different parts is a big cost savings as is being able to buy in larger quantity. It also simplifies the design in many cases so there are fewer variants, which also can be a big cost savings.
