Question-NEC states the max height of any overcurrent device cannot exceed 6'7". It would be normal that the cabinet or box may exceed that height. Does the code have a minimum height for overcurrent devices.
 
There is no minimum for equipment at regular structures and buildings. Mobile homes have a minimum mounting height of certain equipment per 550.11(A) and 550.32(F).

When it comes to coastal construction, you will have to consult your local building code determine equipment installation compliance in a flood prone area.
 
Article 240.24 of the 2005 NEC restricts the height of overcurrent devices to 6'-7" rith exceptions.

Check with your local utility company. Ours has a minimum meter height of 4' and a max of 6'3". Though the height may be reduced to 3' when the meter is enclosed in a meter closet.

We have one high end development in our county that has most meterbases at around 2 feet above grade so that landscaping plants can hide everything. The next township over has a different utility that requires 4 feet as a minimum for meterbases.

You never know what you're going to get until you ask. Ask the AHJ or the utility.

As far as breakers go, it's very common in commercial/industrial apps to have gear set directly on housekeeping concrete pads with breakers starting right at the bottom. The bottom is totally accessible, but above 6'7" is accessible only to the very tall. The code isn't for convience or design, it's for shock and fire safety issues only.
