NEC restrictions on panel mounted above gas meter?

Only those found in Part II. of Article 110 in the NEC.

From the standpoint of the IFGC, do not consider a panelboard to be a source of combustion.

I am interpeting the 3" to be from grade up.

Add in (3) and the answer seems to be no. They give 6" but only for electrical stuff. It seems like nothing non electrical that stuck out past the "live parts" could be under the panel.

That's the way I read it. I see this violated all the time, mostly with plumbing stuff.
 
I was under the impression, based upon what the local AHJ told me, that the meter had to be at least 3 feet from the service panel. I think it is just plan crazy to put a gas meter and shut off a few inches from a service panel, but I just looked a house where just that was done.
