NEC versus ICC EC

I'm sure many of you have read about the number of servicemen who have been electrocuted in the Middle East (Iraq, etc) while showering and doing things we take for granted every day as being safe. In particular, the shower has been the biggest problem with 13 being electrocuted.

I do not have a copy of the International Electrical Code. Is anyone familiar with the International Electrical Code (ICC EC) enough that could give some comparisons as to how use of the NEC would result in a safer facility? Or, do you think that the ICC EC is sufficient, but is just not being followed?

joanie, I am sure that either code when entirely followed will result in a safe installation.

It strikes me that the problem is not the code that is being used but the installers lack of knowledge of the codes and basic grounding and bonding requirements. (This is just my impression, I do not have first hand knowledge of what is really happening over there)
 
Thanks for your reply. I have to issue a directive, this week, to those bases relative to what should be checked immediately. The thing that first comes to mind is if the pump is grounded correctly. KBR buys their pumps from China, so they may not be double insulated from the enclosure (typically the Air Force requires this).

Please keep in mind that I'm just an engineer and do not know all the things you know. I would appreciate any suggestions you might have which could have an immediate impact in the way of preventing another soldier from dying.
