Sorry for the odd-ball question, but it's important.

We bought from vendor a UL listed equipment in/on which
was provided the pendant cable of Atricle 513.(10)(C)(3).

The equipment was installed and have had no complaints.
But now realize the pendant cable does NOT provide an
equipment grounding conductor. Further checking shows
such a cable does not exist except by special order.
Therefore, in many application cases, there is no L-G fault current
path, only L-L. This is scary!

What possible liabilities are there

I don't think that article would apply to a pendant that came as part of a listed piece of equipment. It speaks of flexible cords used to connect separate pieces of equipment. So if the thing you installed is all part of a UL listed item, then I don't see any liability on your part. The question of whether this is a safe installation is one for the manufacturer to address.
 
I think there is or was a section that allowed no-grounding conductor for double insulated equipment.
