NEC voltage level between low voltage and std 60 cycle power 120/240

I'm working on a legislative policy for the state of Nebraska and need the NEC voltage level that separates utility 60 hertz retail power voltages from communication services like phone and cable services. I found a statement,"National Electrical Code (Article 250.20 section A) defines "Low Voltage" as it applies to home distribution systems as less than 50 volts." however a caveat suggested this relates to bonding and grounding and I need some additional input on if 50 volts is acceptable as a general level for this purpose. Probably easier for me to ask what the purpose is. Are you using the number to define what the holders of different classes of electrical licenses in your state are allowed to work with?
