Necessary bonding? 250.96 (A)

Hi, i have the next doubt
When cable tray is not intended to serve as equipment grounding conductor, Is necessary to do bonding jumper beteween cable tray to enclosure according to 250.96 (A) ? Note: Cable Tray and enclosure are mechanically continuously and well attached

I don't believe that you get a choice as to whether the cable tray is an equipment grounding conductor or not. If it is metallic it it's pretty much by definition and equipment ground and conductor. Just like rigid that'll conduit is an EGC whether or not you have a wire type EGC inside it or not. There are a few exceptions for short lengths of rigid metal conduit but otherwise it's an EGC whether you want it to be or not.
