If the subject of (4) is threaded hubs or bosses then the last two sentences don't even belong in (4) as you wouldn't be using a bushing or other insulating fitting with a threaded hub or boss.
That's what I was saying. Knowing how threaded hubs or bosses works you would determine that the raceway part of the sentence could not apply to the first part of the sentence.

As Greentagger pointed out the argument is moot due to 352.46.

The last two sentences of 300.4(G) are not part of the list (1) through (4) and so apply in general. As such, I don't see what bearing the last two sentences have on the interpretation of 300.4(G)(4).

Wireways are raceways, can a wireway not have an integral hub or boss?

Anyway, the reason that 300.4(G)(4) says "cabinet, box, enclosure, or raceway" is that the first sentence of 300.4(G) imposes a requirement on (sufficiently large) conductors entering exactly those items. So if any of those items have an integral hub or boss that provides a "smoothly rounded or flared" entry, there is no need for an additional fitting or identified insulating material.
