If I was writing this report, I would not base my report on what might be or on assumptions.

I would have to do a thorough inspection of the other 14 buildings.

This would be the only way I could honestly and profesionally determine the safety (or lack thereof) of each individual building.

Agreed. I would go with the thought that the whole system is suspect at this point. It may also reveal a possible contributing factor to the meltdown. At this point, the owners should want this as well, the safety of the occupants, current or future, should be a priority.
