Need help understanding depth of working space conditions

The way I am reading 110.26 (A) 1 is you need at least 4' of working space in front of panels in a room with (2) 120/208 panels on opposite walls. Am I right in this? I am having trouble wrapping my head around Condition 3 which is "exposed live parts on both sides of working space". Are both these panels considered exposed live parts even with there door and dead front on?
 
I believe since your voltage is 0-150 v to ground, the requires distance is 3 ft.
Note the last sentence of 110.26(A)(1)..... "or from the enclosure".....

Yes they are. The concept is that a worker could have the covers off both panels, alternately working on one then the other. That would put live parts on both sides of the working space.
 
As Augie stated, for 1-150 volts to ground there is no condition where the distance in greater than 3' in T110.26(A)(1).
