So do you all agree with my previous post? IMO the wording is still a bit vague as to whether the tap conductors need to terminate on a breaker for the 10 foot rule, but if they don't they must have an ampacity " not less than the rating of the device supplied by the tap conductors" which would be the MLO panelboard, so one would need 100 amp tap conductors min for a 100 amp panel.
