Is it ok, according to Code to use NEMA 1430 plug for 3 phase (3 hots in a ground) ?

That is a dryer outlet with a neutral connection, 2 hot's and a ground. You would be putting a hot where a neutral goes.
You need This: NEMA 15-30 3 hot's with a ground.
