Looking at my Hubbell device selector, it looks like locking receptacles are NEMA L-14 through L-23 with some gaps.

So what does the # before the -30r etc. in the chart represent?

The number in the NEMA column, which is also the first number in the individual number identifies a unique combination of voltage and number of poles. It has no intrinsic meaning.

Yes all of the NEMA types describe single connectors. If you have a duplex it would be a dual 1-15 or dual 1-20, for example.

It is a code for the rated voltage and number of poles, though I'm not sure just how it came about.

You will notice the second from bottom chart on the page has an "L" before the rest of the designation - that designates it is a locking type. If the designation ends with a "P" it is a plug, if it ends with an "R" it is a receptacle. I believe no letter at the end generally means it is a cord connector (female cord cap)
