I have seen alot of really scarey looking neon installations, I dont do any neon, are there any good books on installing?

I believe the black stuff is carbon, the the fabric on the soffit had conductive strands through it and the high voltage from the Neon secondary lines (Typically 15KV to 30KV) are leaking into the ceiling grid and soffit.
